Quadrajet Bogs on a Volvo Penta 5.7 glpncs

Have a deck boat being pushed by a rebuilt volvo penta 5.7glpncs and an SX outdrive - 1997. When I bought it it was using an automotive edelbrock so I got a rebuilt marine quadrajet from national carburetors. She starts easy and once warmed up she accelerates good. But when I slowly push her up above 3000, she starts to bog and lose all power. If I pull back on the throttle and quickly throw it up, she jumps past 3500 and runs up past 4000 to about 4600. I was wondering if this is a problem with the secondaries not sync properly or should I look somewhere else.

The spring that controls the secondary air valve needs to be tightened. There is an Allen set screw that sets the spring. Loosen the screw and push the valve open then you will see a slot for a screwdriver on the side, turn the screw until the valve just closes then 3/4 turn more usually puts it where it will work .
