Question about 79 omc

I have a 79 omc stringer drive 400 series. My upper gear case gets foamy after i run the engine. it is not milky with water and it doesnt smell like exhaust gas. Is there any place that air could be getting in there. after it settles down the oil is fine again.

What are you using for lubrication?

Pennzoil marine gear lube it is golden color. this is only in the upper unit. the lower and intermediate oil is ok. and I did not even get the whole 13.5 oz that it called for. only about 11.5 oz.
