Question about bilge area

just pulled up my deck and the section around the bilge area is rotted away so i can't tell what the structure is supposed to look like.My Question:is the whole below deck area supposed to be able to drain to the bilge(ie) is the area between the stringers from bow to stern supposed to be able to drain into the bilge.

Thanks Woodonglass,think I got a handle on this now.One more question:i've seen plenty of pictures on here of deck and stringer replacement and when they construct the bilge box they put a crossmember or bulkhead running from port to starboard on the back of the box facing the bow.How does the water get past this bulkhead into the bilge,do you leave drain holes or slots on the bottom of this bulkhead?
