Question about Choke Solenoid

Does anyone have an idea as to what this green goop is that leaked out of the choke solenoid and on to the top carburetor? A friend of mine theorized that it's rotted fuel, but I don't see any way for fuel to get inside the solenoid. Not sure what else it could be, however. It's bluish-green in color and came right off the carburetor. Not sure how much is inside the solenoid itself, but I poked a dental tool inside the solenoid and there's definitely some in there.

Looks like 2 stroke oil? Does the choke still operate?
If so I would just clean it up and carry on...

If the thing overheated for who knows what kind of reason that part would do that, the epoxy usually used to seal electrical/electronic parts could have become molten and oozed out. If it's fuel, must be a seal that went bad between the fuel line and the flow valve operated by the solenoid.
