question concerning 1983 80 HP

This is a multiple question entry. First off is there a proper name for the grommet, bushing, that goes on the round part of the throttle actuator on the carbs?

The next question could be a little trickier. On my cylinder block I have 4 elbow fittings ( 90 degree)
One screws into the top carb and hooks up to a fuel line that goes down and T's back to the fuel pump and the bottom fuel line hooks up to the bottom carb. OKAY Here goes, Off of the cylinder block next to the carbs there are two more elbows. One goes from the top of the cylinder block and hooks into a hose that connects to the lower elbow on the bottom of the cylinder block. On this botom elbow off the back was a small copper tube attached to the elbow that went into a small air line or something. This line than ran down to a brass nipple on the inside of the bottom cowl that had a very small hole in it as well.
Does anyone know what this is? Vacuum, Pressure Equaulizer? And if you know how important is it to be hooked back up? I went to take my carbs of the other day and noticed this line on the lower cylinder block that was hooked up to the nipple on the lower cowl but was just hanging by the carb. The hole in this elbow was left open so could this possibly effect my engine idling or running? Thank You for your help.
