Question on a Yamaha C60TLRY

This may be a stupid question, but is the plastic cover over the three carbs an air filter, which needs periodic change, or just a conduit for air flow. The part name is a Silencer Assembly Intake.

it just make it a little quieter, not a filter.
But would not hurt to inspect and clean things every once and a while

Thanks much. Looks like I could take it off, give it a bath in Simple Green and water, dry well and reinstall.
