Question re: Carb Rebuild on 57 Evinrude 18hp

I purchased the motor from someone that claimed they hadn't run it in over three years. I rebuilt the carb and have a question re: two holes on the side of it. I am wondering if these are supposed to be plugged or left open? When I removed the carb, and put it on the bench, gas did leak out of one of the holes. I am attaching a photo to help better explain my question. The are located on the top half of the carb behind the choke linkage.

Can't see the pictures very well, probably my computer. I think you might be talking about the bowel vent and it should be left open.

I had the same question when rebuilding an 18hp carb. Don't fill the holes.
