Looks like a control box for early nineties and earlier Mercury/Mariner motors. My buddy just picked one up for his 1991 Mariner 40, though his has tilt. The toggle switch on the side is the emergency shut off, it should have a lanyard looped on it with a clip ( if you fall out of the boat or out of the drivers seat, the lanyard pulls the toggle switch down, shorts the ignition system and cuts the motor off )
The other plug is for a Tachometer.
The bigger question is whether the throttle cable pulls or pushes as there were a few of these boxes made for Mercury motors made by Yamaha. We just went through this also, finding that the $60 controls we picked up were backwards ( yamaha ).
