I bought an older boat that has a 1986 Mercury 150 Black Max and the throttle control is a Quicksilver. When I push the contol forward to go the boat goes as it should, however when I pull the throttle back to slow down it has to come a long ways back before it starts to slow.
Does the control box get sloppy or is it something in the cables ? Do I need to replace the box ? What would be the general cause ? (my skiers hate it .... HA !)

Could be either one, no way of knowing without checking. Disconnect the cable and see if there is a lot of excess movement on the inner cable. A wornout cable can have a lot of extra movement.
I would also compare the throttle lever movement with the actual carb linkage movement to be sure it's not an engine linkage problem.

Lube won't help a worn out cable, and basically no one tries to lube a cable till it's worn out and binding. By then it's too late. Might make it work easier, but there is still too much slop to go both directions far enough to make the cable work. And for 30 bucks you can get a new cable.
