The previous owner tore everything down so the replacement throttle he bought was attached to a board that was cut out. I started putting it back together. I attached the base bracket at a 90 degree angle so if you were looking at it the cables out exit at exactly 3 oclock going aft towards the engine. My questions are this.

1. It doesn't seem to be properly orientated so my throttle isn't at 12 oclock in neutral. Do I need to re-orientate the whole assembly to maybe 4 oclock position so my neutral is at 12 oclock spot.

2. There is also a ring inside the assembly that has 2 raised nipples on it. I'm not sure the orientation of this as well. This might be effecting my overall range as well. Can someone enlighten me where the ring needs to intersect into the assembly?

Most controls have a lock in neutral so it can get accidentally hit. Like Bondo stated it is splined. Take the handle off and manually turn the splined shaft to neutral then put the handle back on in the 12 o'clock position.
