re-appearing stains -how to clean?

i was cleaning my boat last week and noticed a bunch of small orange-ish specks all over one side of the boat. (1990 fiberglass - white). I tried everything i could think of to clean the specks - carwash, 409, scrubbin bubbles, kitchen cleaners ect.. I even tried muriatic acid and goo off. None of these chemicals even faded the orange dots. determined to not be bested by a stain I pulled out a sheet of 1200 grit wet sand paper & sanded the stains away (in hindsight I think this was a bad idea). sanding the stains worked & it didn't seem to dull the finish so I was happy - until.... After a couple of days of boating the stains came back, but this time as black specks. I know they are the same specs because I remember the pattern in one area. I can't feel them when I run my finger nail across them so I suspect they are in the glass/gelp coat.
Any idea what these dots are from & how I would go about getting rid of them?

sounds like you have a fugus, mold that has been allowed to grow. What is on the other side of these spots ?

try wiping the spots with bleach or saturating a sponge with bleach and holding it on some spots.This may kill whatever is growing.If it does not work then try bug and tar remover.A clay bar may work too.Charlie

What is on the other side of these spots ?

What do you mean? the spots are on the fiberglass/gel coat along the gunwale, just on one side of the boat. I stored the boat under a carport during the winter.

Bleach didn't work, may try the bug remover tomorrow. Can you expand on the clay bar suggestion.
