I had the same problem over the weekend. The stern drive wouldn't go up and I couldnt leave the boat ramp. I bypassed the relays and powered the hydraulic pump directly from the battery.
The fuse (#856355 Volvo penta, 55A) blew. I substituted a fuse I got from Auto Zone for $3.89. 40A. There's a 55A fuse but it was not available and I needed to get back to the water. The 40 A fuse worked.
The good thing about the autozone fuse was that it was a breeze to install it. I screwed the housing to the transom bulkhead and hooked up the powerlines.
Im including a photo of the fuse.
