Really Need help with 1978 Johnson 140HP

I am posting some pics here to see if anyone at all can help me with this. The reverse locking mechanism was inoperative when I got the motor and I am trying to figure out how to make it work. Something seems missing in the photo of the right side. In the first pic, the part that is marked "1" doesn't go anywhere or hook to anything. It just turns when the mechanism is moved by hand. Does anyone have a photo of what it should look like? I really know nothing about outboard motors. The part marked "2" is of course the mechanism itself. It is hooked on the other side to "1" I can't figure out how this locks in reverse but unlocks when it is not needed. PLEASE HELP SOON!
