Yes it does. You must have both the upper shift shaft and the lower unit in forward. when the upper and lower are assembled.
After all the work of changing the impeller, the lower will probably be in neutral. If the prop shaft turns and the vertical shaft doesn't, you are in neutral. Then when you put the upper on the lower, just turn the upper shift shaft CCW a little till the tow fit together. Then turn the lever forward and turn the ujoints CW and the propshaft should turn and the shift shaft shoe should face forward.

With the lower unit in some type of stand, you turn the splined shaft fully clockwise while turning the prop counterclockwise till locked. lower the upper inplace making sure the "foot" part is facing in a straight line (inline with the prop shaft) ,engauge the splined shaft, continue lowering untill seated,

When the drive is in gear and the motor is running ,the prop turns clockwise.
When installing a drive you shift it into fwd, shift the control box in fwd, slide the drive on , maybe turning the prop slightly counterclockwise to line the shaft splines up,and the prop should LOCK trying to turn it counterclockwise and ratchet clockwise when fully installed..

You might want to go up to the Adults Only sticky at the top of this forum, and go to the Manual downloads and download manual #6. The discriptions and pictures will explain in detail how to put it together.
