Got Boat back from Shop was told #3 Cylinder has no compression, Do I replace seals, reeds, etc..,? or rebuild powerhead? can't afford Mechanic so going to attempt myself and How do I know if power needs rebuilt? whats signs do I look for too see if head needs shaved or bored out?

I think you are in way over your head. You will need special tools, the oem service manual, lots of time.
You didn't say what engine you have. An older small engine, maybe. Newer EPA compliant engine, no way.
If you truly have no compression you have a hole in the piston. Even stuck rings will have some compression. You could have done extensive damage to the head, cylinder and surely will need to replace the piston and rings, seals, gaskets, rod bolts, and probably some bearings.

As Jeff said, post the motor type and serial number. Some motors are ok to get your feet wet on, others, well you might get it done, but it would be cheaper to let a Mech do it.
If you let us know the motor, we can advise on how easy it is to do, and learn on.

1982 90 hp. Mercury with thunder bolt Ignition Serial No #6086540 mechanic gave me some guys number he wanted $4,000 I can get new motor for that price on I boats as i was looking the other day.

I think the number is way too high. PM me if you need more info I do many inlines.
Yes with that motor you would be way over your head. I wouldn't let anyone under 40 work on an inline!

I agree on the price for the rebuild being too high.
The real question would be, how did you get a hole in the piston?
The rebuild price will depend upon how that piston got punctured?

Thanks for information guess I'll either buy new motor or have it rebuilt by mechanic talk to uncle who has 75 hp mercury maybe get that one don't know was even thinking just get another boat with I/o motor. lot of boats around here cheap, didn't pay for this one was given to me by a friend. Anyway thanks!
