Rebuilt carb. - starting still difficult

I've cleaned and rebuilt the carb (1991 25 hp) and still can't get motor to start without taking off cowling and manual throttle. Once started runs well at higher rpms, but dies at idle. Could it be flooding? I ask because of the need for throttle to start and because if the motor is allowed to sit for 10-15 minutes after being run, it will start. A mechanic seemed to think it was timing but didn't have time to work on it.

Have you checked the timing? Link and synch checks with timing check at idle will eliminate possible causes. Also fuel line restriction (dirty fuel filter, malfunctioning primer bulb, plugged fuel tank vent) could be cause.

Shop manual is a must if you do your own engine work.

Thanks. I have not checked timing. Not sure how but do have a new manual. This all started when the lining of my fuel line desintigrated and was sucked into the carb so I thought I was dealing with only a fuel issue. How would the timing have been affected?
