Rebuilt evinrude 115 lack of power

I recently rebuilt my 1991 evinrude 115 but it won’t rev above 3,500 rpm and struggles to get the boat on plane with two people on it. Carbs have been taken apart and cleaned with carb cleaner

Orange / blue stripe wires FROM powerpack going to the TOP coils on both sides ??-----And did you determine the cause of the failure that led to the rebuild ?

Yes they are, it was rebuilt because a ring came apart and tore up the #3 piston

It seems like it would be a fuel problem to me because it runs smooth it just won’t rev up all the way but I could be wrong

What is your compression now ?----Spark on all 4 leads that jumps a gap of 3/8" or more ?----Flywheel key sheared ?----Orifice plugs in carburetor bowls confirmed clean ?----The correct prop for your boat ?

Compression is good couldn’t see anything in any of orifice plugs after spraying carb cleaner through and compressed air, unsure of spark gap or flywheel key will have to check. Prop hasn’t been changed since before rebuild and did fine previously

Sorry I can not look over your shoulder but some simple trouble shooting needs to be done.---What fuel pump are you using ?----All throttle plates going full open ?---Timer base moving for proper spark advance?----This motor's lack of performance should be easy to figure out.

It’s the vro pump with oil tank disconnected gas is mixed at 25:1 per the seloc manual break in procedure throttle plates are opening fully timer base is moving

Pistons installed correctly? On late model heads the pistons can be reversed and not hit eyebrow recess in head.

Cant find a spark tester but doing drop cylinder test nothing changes when unhooking the number one cylinder coil pack is new and tests good with a multi meter

Testing spark for the 3/8" gap is so easy.----A quick and painless way to diagnose motor issues.

Did you put in correct sides? Motor will run andf idle with pistons swapped just no power.
