Recoil problem on my '58 Sportwin

I can't figure the recoil out on my '58 10 hp sportwin. I have replaced the dawgs on the under side of the recoil and all parts are there according to the parts diagram. Whenever I go to start it the recoil rope will pull out 8 times out of 10 without catching the flywheel. It's like the dawgs do not flip out to catch the flywheel. I don't know what I am doing wrong in getting this set up correctly. thanks!

Can you post a pic of the underside so we can see if there are any issues?

Ill assume you started by cleaning and reoiling?

When you have the recoil off and pull the handle out, does the dog swivel out all the way?

The pawl does not spin out all of the way. I have taken the center screw and washers out to show what is there. It matches the parts diagram. I can't figure it out. I can tighten the screw and the rope won't pull out and then I can loosen the screw and the rope will pull out fine and recoil in but the pawl never spins out.

The recoil spring is flipped, causing the mechanism to spin in reverse when you pull out the cord. This creates force which pulls the dogs in instead of out when you pull the cord.
That is, if you took out the spring to regrease it, replace it, or switch it with a new spring.

If it gets tight when you tighten the center bolt, then that means the center hub is not seated properly. When seated properly, it is clearanced such that it will spin freely when the bolt is tightened. That may be part of your issue...

Yep, I read the link and it describes my problem to to a tee, but the solution and picture does not match what I have on my evinrude. The center hub is seated down in there as far as it will go and still when I tighten the bolt down it tightens the hub against the recoil pulley and therefore the rope does not pull out easy and definitely does not recoil back in. ??

I would check and make sure the spring edges are inside the little "posts" on the edge of the spring retainer lip. That can cause what you're describing. Something is definitely binding and that's often it. I'd re-coil the spring and reinsert it into the retainer pocket to be sure it's sitting as deep as possible.
