Rectifier Regulator wire snipped

The previous owner of my boat snipped and capped a wire coming off the Rectifier Regulator. It is the red wire with a 30amp fuse. The wireing diagram shows that this wire is supposed to run back to the batteries. I've been told that this wire is supposed to charge my batteries, is this true? I used the boat about eight times last season with new batteries and never got a low battery warning. Could my batteries be getting charged another way? Any clue as to why he would have disconscted this wire?

I will go out on a limb and guess you have a yamaha V6 of a post 1995 vintage, Ill go further and guess you cant read a wiring diagram.
all yamaha V6 engines from about 1995 had a battery isolator built into the voltage regulator, the purpose was to seperatly chrge a 2nd or house battery. if the isolator wasnt used it simply remained capped off, the other red wire from the regulator goes to either the start relay,battery cable or terminal block depending on the model.
model numbers matter, without them only you know what motor you have, my crystal ball is busted.
look closely at the regulator, you will see at least 3 green wires and 2 red wires and a black wire. maybe more, depending on the model.

I have a 1993 V6 TXRR. The three green wires go to the lighting coil. What is a lighting coil by the way? The black wire goes to ground. One red wire goes to the starter relay and that one is fine. The second red wire goes to a 30amp fuse located directly below the rectifier regulator and is capped after the fuse going nowhere. I traced all the wires comparing them to the wiring diagram and they all match up except the one that is capped.
