Removing a starter

I have 1984 Chaparral 198 with a 228 Mercruiser. Am trying to remove the starter. Have removed two 9/16 bolts and the bracket. The starter will move (swivel a bit) but won't come out. There is one other 9/16 bolt on the bottom of the starter that I cannot remove. Should this third bolt come off, or am I just being a wimp and have not put the muscle to the starter to pull it off. Thanks, JOHN

Thanks. Any suggestions on how to get it out. I have soaked it with Liquid Wrench, etc. Can't get a good grasp on it. Thanks again.

JOHN

John, are the bolts horizontal towards the flywheel,or vertical, aiming up towards the cylinder heads?Either way once the bracket is removed,I only see two other bolts holding it in.
DHP

The 228's had 3 bolts going horizontal toward the flywheel.
