Removing gel coat for epoxy

Well I am near ready to install my new transom and need some input on gel coat sanding . I wanted to know how much of it do I need to remove to get a good bond ? also is it unuasual for a transom to be built in three sections ? 2 sides and a middle section , the sides are one 3/4 ply and middle is 2 layers of 3/4 ply . just from looking at those pics, I think you need to check the stringers as well, before you install a new transom.
