Removing plastic part under motor housing

1982 Evinrude 200 HP. I'm still having troubles with rusted bolt heads etc...<br /><br />The metal part that has the clamps for the elect, fuel, shift cables etc.... and has the latches that hold the hood in place. Just under it there is a piece of plastic. Its held in place by 2 bolts on either side. They only spin for me. I can't get it apart and I need to. Have to get the powerhead off and cannot get at it all without removing this part.<br /><br />Can I buy it new and just break it off or what should I do?<br /><br />Thanks, Jeff

Jeff, try wedging a screw driver between the pieces and then unscrewing the screws. Maybe some pressure like that will work. There are also 2 more screws in the front piece that you can get to once you get the back half off.
