I have a 1991 OMC tracker pro 60 hp. Tilt trim motor is totally rusted though into the motor, does nto work. Removed the four snap rings that seem to hold it all in, the pins that go through the bottom and the tilt cylinder at the top will not budge, have been using PB and a hammer with no results. arent these pins supposed to move?

Yes they are, keep working, patiently, the way you have been.

You can CAREFULLY try heat around the castings the pins go through. Be aware, you will destroy the paint where you apply heat.
