Repair Rotted Seat base

I have a 17ft KingFisher and one of the seat bases in the deck has rotted out.
Looking down in the hole I can see water collected there. I have vaccumed water from the hole but still the foam injected below the deck seems to be holding moisture.
Do I need to dry that completely before repairing the deck and installing the new seat pedestal?

After 3 posts you Can post pics. Sounds like the base is made of aluminum? If it broke free of the deck, and there is water saturated in the flotation foam, you likely have a rotted hull beneath there. No way to dry it out without complete removal and replacement. Lets hope that is not the issue. Make a couple more random posts and then show us some pics.
