Repaired Prop Still Cavitates. RPM's discussed also

I have a Johnson 150 fast strike with a 14.25" 22degree Turbo brand SS prop on my 19' HEAVY bay boat. Not sure of the exact weight but my new F150 doesn't like it at all. I had it repaired and they added about a half degree to the
pitch. Took it out today and floored it. SAME THING! Started to go but then slowed down and started spewing water as the prop wouldn't move the boat. It already has a Sea Ray whale tail. I don't get it. On my first boat that I had this prob with I just cut out some 1/4" Aluminum in the shape of a baseball diamond and bolted it in place like a whale tail but bigger. It fixed that problem but made the boat lean and steer to the right. Don't want to do that again, trading one problem for another. Do I need another prop, or is it just the operator? I can get this thing to 58mph trimmed out but I have to built start up speed gradually. That brings me to RPM's . When the motor is trimmed in I only get 4900 rpm's and I know that is low, But if I trim it out I get close to 5600. Is WOT assuming proper trim ? If so I'm ok there. So with all these variables, Do I re prop, adjust this one, or just not pull a load? I'm used to a boat that when I say go, It Goes!
