Replace flappers in Volga penta exhaust pipes

I am in the process of changing out my exhaust boots b/c when boat overheated boots burst open and melted.

I was told by boat shop to insure I still have the flappers. Well I don't and after doing a little research it sAys Volvo penta no longer makes them and the letter stated they where not neccessary.
Is this true and safe to run with out?
Do I need to cover up the holes where the pin was?

Any recommendations would help.

It's for a 1994 5.0flpmda.

John,

Please check to see if the old flappers have fallen down the outflow tube....they had to go somewhere. Mine were blocking the outflow tube so hardly any hot water could escape. it was a bear to fish them out. After i cleared them the overheating problem is fixed. You need to put a grabber down the two tubes (it aint easy and you will bleed) and get them out. Yes Volvo now does not recommed replacing them due to this happening when the SS pins wear out the holes in the alum tubes the flaps fall down to the bottom. Good luck
