replace the fuel pump?

So I went to start the motor the other day, and nothing. It's not getting fuel. Started at the carb and worked my way back to the fuel pump. Everything was clean with all new filters. The pump has suction, but not a whole lot. The diaphragm looked ok and as well as the spring. One of the vent looking ports above the diaphragm had a little rust on it. Could this be the problem and if so does it require a new pump all together? The previous owner had never changed the fuel filter and I know this because the bottom had corroded away. It's the carter style pump with the filter on top for a 1984 mercruiser 140. Just trying to avoid spending the 150.00 unless I'm sure this will fix it.

Need to check the antisiphon valve and the pickup... they are ahead of the pump. Cant pump fuel if something in front of it is blocking the fuel. Usually the mechanical pumps are good until they start leaking. Don't change it yet. You could tee in an vac/press gauge and see how the pump is doing.

Ayuh,... Feed it from a remote tank to test the in boat tank...
