Replacing and securing base rail fitting on 1987 Bayliner Contessa

Hi all. My first time posting here so if I make a mistake my apologies up front. My Bayliner 28ft Contessa has base rail fittings that I want to replace with stainless steel fittings (for a nicer look and to give it more corrosion resistance). The problem I can foresee is once I remove the old fittings I can't get at the bolts from the fittings to backing plate with each new fitting from the underside. I want to try to use the original screw holes for the new fittings but I also want to ensure they are installed so they won't pull out so easily. Any practical ideas will greatly be appreciated. Thanks.

Ayuh,.... Welcome Aboard,..... 'bout every hull I've worked on, has inner liners that need to be removed to get at the other side of those screws,....
