Replacing Fuel Lines :: Mercruiser

The fuel line running from the fuel tank to the (what I'm guessing is the fuel pump, anyhow) was cut in two. It is covered with a red plastic dressing. My question is, can this line be safely replaced with a black automotive fuel line? I had to also cut away the piece running out the transom (vent?) from the fuel tank when I removed the fuel tank to totally empty it. (very stubborn removal) - the fuel cap was lost and no telling how much trash and water was in the fuel, not to mention the stale smell of 1/4 tank of gas at least three years old. Also, what is the best way to clean out the fuel tank? Water and sun dry upside down? Some other chemical?

You MUST use marine fuel lines. Automotive fuel lines are not a suitable substitute.
