Replacing Impeller?

I have a 1971 18 hp Evinrude that was not spittin up any water. I took the lower unit off and the impeller housing and got down to the impeller. It looks pretty chewed up. My question is what do i need to fix it? Should i just get a new impeller or a rebuild kit? Also, once i put a new one in should there be a steady stream of water coming out of the pee hole? Below are some pictures of the impeller.

It's hard to tell from all the lube...but the housing looks pretty good as does the plate. I would clean it all up...and just replace the impeller and maybe the water tube grommet and save the extra cash on gas!

Try to account for all the bits of the old impeller...you do not want any of those chunks clogging up your pick up tube or water jackets.
