Replacing lower crankcase seal 1991 Evinrude 30

Hi Guys.

Really hope someone might be able to help me out here:

I have a 1991 Evinrude 30hp two cylinder.

Is it possible to replace the lower crank case seals without splitting the case itself? (Realise I'll have to lift the power head whatever)

The reason I'm asking is because every few seconds I get like a cough or soft backfire through the exhaust and carb

It's actually blown the transfer port/bypass cover gasket twice in exactly the same place (bottom right as you look from side of engine)

Up to now I've tried the following:

Replaced with new plugs

Tried new coil

Cleaned carb and built back with repair kit

I'm thinking a lean condition is being created within the crank case as I have to back out the low running mixture screw 4 turns to get the engine running anything like.

Compression 120 on both cylinders

If it is the lower seal I'll have to replace whilst I'm away on hols so won't have all my usual tools etc.

Yes the seal is in a housing .-------3 screws to remove and housing comes off.

I have seen a few of these seals that indicate they were not installed carefully in the factory.---Leaked from day one.
