Replacing prop shaft oil seals on 1980 35 Evinrude

I have a 1980 Evinrude (E35ECSM) that oil was leaking out past the seals on the prop shaft. ( found all my years of old fishing line wrapped up next to the seal). Took out old seals and got 2 P/N 321453 seals. My question is what direction do the seals go in? When I took them out they were hardly recognizable. But would appear that the inside one goes in with the seal spring facing in and the outside one goes in with the seal spring facing out. I would assume the inside one facing that way is to keep oil from coming out and the outside stops water from going in??? . I just want an opinion if the old seals were put in right.
The parts diagram is hard to tell from.

Thanks. I presumed that would be correct but wanted to check. Forgot to say when I changed oil last fall there was a few drops of water that came out prior to the oil.
Then this spring when I brought the boat out of storage there was oil on floor below prop and when I checked it, half of the oil had drained out over winter.
