Replacing upper shift shaft on 1999 Force 40 outboard

I might have to replace the upper shift shaft if I can't get the coupling unstuck. Is there a way to replace this without removing the powerhead? Also any suggestions on getting this thing unstuck would be appreciated.

Lots of time the grommet the shift rod goes through binds and won't move.
I found the graphite sometimes used in locks helps.
Spray the coupler and then WD the grommet, all the time trying to move it.

Had this happen on a 225 Mercury.
After working on it for a LONG time it eventually came free.
DO NOT USE HEAT.
