This device obviously locks the OD in place. When should it be engaging? Should I be able to lift the OD when in gear and OD all the way down? Or dose it only lock when in reverse? Any way, I'd like to know when it should be locked in place ,and when it should be unlocked.

From what I understand, the outdrive only locks in to position when in reverse. I believe the idea is to allow it to give when going forward, in the case of hitting something below the water surface, and obviously to lock when in reverse to prevent the OD from lifting in reverse.

It's full name is reverse lock down. It prevents the drive from lifting up out of the water when you put it in reverse. but allows the drive to lift if you hit bottom.
