Reverse lock lever don't hold ***FIXED***

1986 35 hp Merc. The reverse locks don't hold, I've tried every thing possible new cam in the right position, the hooks just make contact but not enough to hold . Adj the rod to extend it and the adj nut is at the top ,no more adj left. the only thing I didn't check was the Shift shaft/lock lever guide, I didn't put it in the previous owner did the lower unit, can it be put in the wrong way(ex. upside down/ turned around) can't find a good pic of it anywhere and can't find any data on the Rev. lock lever system or adjustments, the manuals have nothing I have 2 rods and there both the same length so I guess that leaves a short rod idea. Please any help.

Is the cam worn any? Does it have a channel/groove worn into it? If so, you may be able to shim underneath it with a big stainless steel washer or two. That's what I did on my 1978 70hp.

Similarly, are the hooks bent/crushed or so rusted that their gap is smaller than it should be? Had that problem too, some work with a Dremel opened them back up.

Also, is the bar it's supposed to grab onto thin enough for it to hook into?

It's a brand new steel cam not the old plastic and S/S one, just seems that the hooks are not going over the bar far enough, hooks don't look dent or damaged, have an extra 35 motor and all the parts are the exact same. only thing I never checked is the guide in the cowl that's over the cam but don't know which way would be correct and the extra motors guide is missing and parts break down is a bad picture. been playing with this since last year when the mech up the lower unit on, taked to him but he gave me a bunch of mumbo-gumbo answers which nothing worked, pretty sure the cam is in right but can't come up with anything to show me the right position, a pic or drawing.
