Steve, make sure the tilt pin is still in place, without it the reverse hooks have nothing to grab....make sure the hooks arent bent shut, the tilt pin must pass easily through the reverse hook jaws..after that, maybe a worn out reversre lock cam [gotta drop the gear case to replace it]
