On my 98' merc 25hp, 2-stroke....when you put it in reverse it won't go til you jiggle the control a little bit, then you hear a metallic clank then it shifts. I think the reverse lock if sticking. I can't see if the little washer is on it, and I thought maybe the little "ears" on the shift shaft that hold the washer in place is getting jammed in the loop on top of the reverse lock. Does this sound logical? What does the reverse lock connect to, and what does it do? How does it engage and what whould happen if it "got lost"?
