Reverse problem!

I have a 1985 40 hp Johnson Model # J4OELCO. When engine is not running i can put it in reverse and turn the prop and it will turn the engine over but when i put it in reverse with the engine running the prop spins freely. i can actually stop the prop from spinning with engine running in reverse. why can i spin the engine with prop when it not running but when engine is running it's not engaging? Thanks

I have done the basics. adjust the shift lever. could their be a problen in the lower unit? or is it possable for a prop to be spun in one direction but not the other? i would think not.

Soons like the prop hub is bad. Have a 90hp Johnson that did the same thing.
