reving up but not going

i have a 1989 procraft with a 200 hp mercury. it will crank and idle okay. but when i give it gas now, it will rev up but will not go any faster. almost like a car not switching into 2nd gear. does anybody have an idea about what it could be? thanks.

If the boat moves at an idle in gear yet the motor revs and the boat does not speed up, then it is time to install your SPARE prop and take the first one in to be re-hubbed.
