Revs way up with throttle closed! Key off still runs!

Wrghh... what did I do wrong? This is a 40HP 1977 402 2 cyl 2 stroke.<br /><br />I set the timing adjustments and got the idle RPM perfect (it seemed) last night in the drive way.<br /><br />It fired right up and pulled off the trailer today, but when I gave it WOT it died and after restart it revved VERY high (in Neutral)... I had to throw it in gear and pull the fuel line until it ran out of gas...<br /><br />The throttle is not stuck open. I removed the engine hood while on the water to look.<br /><br />OMG what did I screw up now?

OK, I got her home and in the driveway... not doing it now but she wasn't peeing. So, I dropped the lower unit and the fins are all torn off the impeller.<br /><br />Could overheating cause the engine to rev so high?
