rhythmic surge at idle

Hi Folks,
Just finished rebuilding carbs and fuel pump on a Johnson 55Hp commercial outboard. It fired up easily on the stand. However, it idled somewhat fast and had a continuous rhythmic surging characteristic to it. Unfortunately, the stand isn't wide enough to accomodate a water barrell for the lower unit so I had to use the ears. About one minute of the exhaust noise was all I was willing to subject my neighborhood to while enjoying their dinner... I figure any more troubleshooting will have to be done dockside or underway.

Any suggestions to get the idle smooth? I'll check for leaks/hard bulb in the fuel delivery path too.
TIA,
-Jack

Are you sure that you want to fix it? Your wife might find that rhythmic surging kind of romantic.

Sounds like you have a governer on the carb.

LOL. Not sure I want to mix our sex with state politics, GS... ;)

What component on the linkage/carb/fuel system is the "governer"? I've got a kick-ass service manual from OMC, but I don't see that particular description anywhere...(although I know what a governer does, just don't see what component is doing that action).

Thanks again,
-J
