rod holders in polar 220 BB

I want to install rodholders on the gunwales of the boat. All the others on the boat...by the console...have drain tubes. Is it necessary that i put drain tubes on the ones in the gunwales? If so is it something a novice can do?

drill a hole in the bottom, they should come with the hole.
