Rotary Steering Troubles

So the rotary steering system on my 1978 Mercruiser 120 is not doing so well. Launched the boat for the first time since acquiring it last year and she wouldn't steer, not one bit. Lucky for me I wasn't too far from the launch. Got it home and visually inspected what I could see, but noticed nothing out of the ordinary. I'm new to this so I really don't know where to start looking. Where do you folks think I should begin?

The Odds are the Cable is Rusted,+ Siezed........

It's a Non-servicable part,..... Replace it,......
