Rough boat bottom paint/epoxy?

I just went to look at a boat for sale, and the bottom part of the boat (it was advertised as fresh bottom paint) is textured like bedliner. It seems to be a similar material, and just as rough.

Is this a treatment I'm not aware of? All the boats I've seen are smooth gelcoat both above and below the waterline. Should I pass on this boat because of this, or is it a preferred paint treatment nowadays?

Ayuh,... It's bottom paint for docked/ moored boats....

If yer wantin' a Trailer boat, ya don't need it...

With mussel inspections at ramps becoming the norm, you can never be too careful.

What kind of a boat is it? Aluminum or fiberglass? Fresh or saltwater?

Some unscrupulous characters will paint the bottom of a boat they're selling to try to stop leaks just long enough for some sucker to buy it, this happened to me on my first boat many moons ago and they're still doing it today.

It's a fiberglass 2004 Glastron SX 195, freshwater.
