RPM Gage

yesterday I got my rpm gage working . I started the engine and the gage seemed to be working in idle I could speed it up a little 0-1000 . When I took it to the lake starting and stopping the engine it it went from 7000- to 9000
then would not go below 7000 do i need a new gage?

What motor is it hooked to. What brand/model gauge? And what is it set for? (adjustment on the back)

Its an 85 mercury 115 I-6 the gage is a keyso /madillion came with the boat setting on the back is 4c. The setting on back only goes to 4c . 4c mean 4 cylinder or 4 cycle?
