RPM go form 5000 down to 2000 after running WOT for a few minutes

I have a 1989 Johnson Tracker. Model TJ40ELCEC. I have had it since the fall and it has run great. In the winter the oil alarm will sound when it’s cold but if I pump the oil ball it goes off quick. This past weekend I was running it wide open for 20 to 30 minutes, to get back to the ramp. I throttled down to go through a no wake zone then when I went to throttle back up my RPMs would remain around 2000 even at WOT. I was done for the evening until I went out at night this time I fired her up ran wide open just fine for about 5-10 minutes and then same issue. Turned around went back to the ramp, pulled out, drove to a ramp closer to the spot dropped it in and ran wide open just fine for 5 minutes to the spot. At the end of the evening of fishing fired up to go back to the ramp same issue. Any ideas what issue I am experiencing and how to fix?

Water is coming out strong from out flow. I assumed impeller is still running strong. I have not checked filter in oil tank I assumed if it wasn’t getting enough oil the alarm would sound like it does in the winter.

Could it be a bad thermostat? I was think a bad thermostat may be telling the engine is warmer that it is and automatically limiting rpm. Is that possible?
