RPM's not right

1996 Chaparral Sunesta 230DB
Mirage Plus 48-13700 (19p 15 1/4 diameter)
Boat running wot @ 4000 rpm and about 45 mph, descent hole shot.
According to mfg. boat @ wot should be 4200 - 4600 rpm (5.7L mercruiser 210 hp). This is an Alpha one outdrive with a 1.50 / 1 ratio. I would like to keep as much top end speed as possible, but we also do a lot of tubing and skiing.

What would you recommend?

I was told to drop to a 17p enertia and the hole shot would be better and possibly gain a mile or two on top end is this true?

Mercury Enertia 17P, wonderful prop. I did not lose any top end and got my rpm's where they should be.
