Outboard? no the gasket should be sufficient. if you must use RTV silicone make sure you put it on thin thin. I usually take a little bit and then I smear it around with my fingers ( basically rub your thumb and forefinger together and the gasket and silicone is between fingers) this way its thin thin and when you tighten it up it doesnt squish out all over
