running at full throttle, fiberglassing

hey guys two questions
1. i have twin 2003 evinrude 4 stroke 30 hp motors. the manual does not say what the rpms should be for full throttle. one runs at 5000 rpms and the other 4,700 rpms. is this the max i should run them or can i adjust the motors to go higher for more hp? also by any chance do you know where i can find the air filter in the engine?

2. i was thinking of changing my fuel tanks in the deck and needed some advice. we have 10% ethanol here and i was wondering if a stainless steel tank would be the best for that. second since i am a beginner would it be safe for me to figure out how to cut the deck put the new tank in and reseal the deck by myself? is it really hard?

You can, and probably should go higher in RPM at full throttle. That will probably involve re-propping. I'll let others chime in on the specifics for that year and model.

You should re-post question #2 over in Boat Restoration and Building topic since it's not really a Johny/Rude question.
