rust in drain plug threads

The shop that winterized my boat didn't replace the drain plugs. The threads are rusted. I bought a small wire brush (from a dremel set) and hope I can clean them up this way.

Is there a product that I could spray on the threads first that 'may' loosen some of the rust?

Standard pipe tap is what I use to clean up rust threads in the block and manifolds.

Ayuh,... Probably 1/4" pipe, or possibly 1/8" pipe...

I was wondering how I was going to match the thread. Will take my bolt to the store and get some help from the guys to make sure I get the right tap.

Take the plug with you and you will get the right tap. You can also smear some grease on the threads as it will help minimize/prevent further rust.
